The Director of the Directorate is appointed by the Government of the Republic of Serbia, on the proposal of the Prime Minister, for a period of five years. The Director of the Directorate manages, organizes and coordinates the work of the Directorate, assigns tasks to the heads of internal units and performs other tasks within the scope of the Directorate.

Head of Department for Railway Safety and Interoperability, Cableways and Metro manages and plans the work of the Department, gives instructions, coordinates and supervises the work of civil servants in the Department; realizes international cooperation within the scope of the Department, especially with the EU Agency for Railways, OTIF and authorities of other countries responsible for railway safety and cooperates with other authorities and organizations in order to improve the performance of tasks in the field of railway safety, interoperability of the railway system, cableways designed to transport persons and metro system; organizes and performs activities in the procedure of issuing authorizations for entry into service of cableways and specific traction installations, controls the submitted documentation and its compliance with the prescribed conditions, prepares a proposal for approval for the entry into service of cableways and specific traction installations and monitors the development of technical and technological systems of cableways and specific traction installations in other countries, EU standards, regulations and proposes measures for improvement in the field of cableways and specific traction installations; organizes and coordinates the drafting of bylaws in the field of railway safety, interoperability of the railway system, cableways designed to transport persons and metro systems, prepares professional bases for bylaws in the field of cableways designed to transport persons; supervises the procedures for issuing certificates, authorizations and licenses within the scope of the Department; coordinates and approves plans and proposals for supervision and periodic controls within the scope of the Department; supervises the procedures for keeping the Register of issued train driving licenses, National Vehicle Register and other internal records or records provided for by the law within the scope of the Department; supervises the preparation of reports from the scope of the Department that the Directorate for Railways publishes or submits to other authorities and organizations.

Head of Department for Railway Market Regulation, Licensing, Passenger Rights and General Affairs manages and plans the work of the Department, gives instructions, coordinates and supervises the work of civil servants in the Department; approves proposals for decisions and other acts in the decision-making process on requests to initiate proceedings within the scope of the Department, as well as on all complaints submitted to the Directorate in accordance with the law regulating the railway sector; supervises the performance of monitoring the competition on the market of railway services, control of the system of calculation and collection of track access charges, as well as control of compliance with the provisions for the separation of accounts in accordance with the law governing the railway sector; supervises the performance of activities related to the issuance of licenses and temporary licenses, suspension and revocation of licenses for railway undertakings; coordinates and realizes the cooperation of the Directorate with other authorities in connection with the implementation of COTIF and the participation of the Directorate in the work of the relevant bodies of OTIF in the process of adopting its amendments as well as the preparation of documents from the field of railway transport within the implementation of the negotiation process for the accession of the Republic of Serbia to the EU; organizes and realizes cooperation with the competition authority; coordinates the international cooperation within the competence of the Directorate and establishes and develops cooperation with state authorities, regional and international organizations and institutions in the field of regulating the market of railway services, licensing of railway undertakings and passenger rights; supervises the performance of financial, human resources and general affairs and coordinates the planning, preparation and execution of the budget.
